Les envio algunas consideraciones sobre la metodologia de comunicacion y publicaciones, esperando que sean de interes y mejoren a la institucion
Perdonen si las palabras puedan tener algun tono agresivo o discriminatorio en cualquier sentido. Solo intento exponer una perspectiva
porqué UNESCO no comienza a publicar todos sus recursos bajo una licencia universal de sesion limitada de derechos parecida a la "Creative Commons Atribution Share Alike" o "GNU General Public License/Free Document License", o de hecho esas mismas por su universalidad?.
Lo considero imperativo ya que el objetivo de la organizacion es la promosion de las artes, las culturas, los legados, las ciencias y el conocimiento, siendo lo mas logico avanzar a una sociedad global integrada donde todos puedan reutilizar el conocimiento y el legado cultural para mejorar sus vidas, colectiva o individualmente en la paz, la libertad, y la igualdad de posibilidades.
No considero algo viable el uso del "Dominio Publico" en la concepcion tradicional, porque las costumbres corporativas actuales tienden a que quienes poseen recursos economicos abundantes los aprovechen para que ese dominio publico este bajo su completo control; no deben ser confundidos los conceptos de: el control o propiedad de objetos fisicos individuales, con la propiedad o control de las ideas, el primero esta limitado a un objeto concreto, y el segundo a la capacidad inherente de una o varias personas a crear cosas que son parecidas, bajo condiciones diferentes, sin tener contacto con el otro creador/autor o su ambiente; esto deriva a que quienes tienen mayores recursos pueden llegar a restringir el acceso a aprovechar su creatividad a quienes poseen menos recursos, y de esto puede desvirtuar la funcionalidad de las restricciones derivadas de las leyes actuales de los derechos de el autor / derecho de autor.
Por esa razon considero con mayor viabilidad el uso de los licenciamientos del tipo: GNU General Public Licencse y Creative Commons Atribution Share Alike, ya que estas perpetuan la decision original de ceder los derechos de uso dentro del acceso universal libre e igualitario.
Espero que estas palabras sean consideradas bajo la logica y los conceptos con que se se rige la organizacion, y puedan ser tomadas en cuenta para que esta organizacion consiga cumplir realmente los objetivos por los cuales fue creada

why UNESCO not start to publish all their resources under a universal limited license rights session like "Creative Commons Attribution Share Alike" or "GNU General Public License / Free Document License", or indeed those same for their universality?.
I consider it imperative since the objective of the organization is the progress of the arts, cultures, heritage, science and knowledge, being the most logical move to an integrated global society where everyone can reuse the knowledge and cultural heritage for improve their lives, collectively or individually in peace, freedom and equal opportunities.
I do not consider something feasible the use of "Public Domain" in the traditional conception, because current corporate practices tend to those who have abundant economic resources to the advantage of the public domain is under his complete control; not to be confused the concepts of control or ownership of individual physical objects, with ownership or control of ideas, the first is limited to a specific object, and the second to the inherent ability of one or more people create things that they are similar, under different conditions, without contact with the other creator / author or its environment; this results to those with greater resources may restrict access to harness their creativity to those with fewer resources, and this may undermine the functionality of restrictions resulting from the current laws of the rights of the author / copyright.
For that reason I consider more viable use of licensing type: GNU General Public licencse and Creative Commons Attribution Share Alike, as these perpetuate the original decision to assign the rights of use in the free and equal universal access.
I hope these words will be considered under the logic and concepts with which the organization is governed, and can be taken into account for this organization gets really fulfill the objectives for which it was created
